Abstract
This dissertation analyzes the process of small business policymaking in Japan from 1955 to 1993. It will ask who is the most influential in the process, and how the most powerful actor exerts influence. It also will examine what kind of role each of political actors, such as legislators, the prime minister, leaders of the ruling Liberal Democratic Party, bureaucrats and interest groups, play in the process.;The dissertation will review existing models on the political power structure of Japanese politics, such as statism, corporatism and pluralism. Against these models, I will construct a ruling party dominance model by elaborating power relationships among political actors. My model and the three existing models describe a distinctive political power structure and pattern of policymaking process. Then I will derive hypotheses on the policymaking role for each political actor from the four models. Four case studies on small business policymaking processes will be conducted to test the hypotheses.;The dissertation will also examine a popular view that the locus of policymaking power has shifted from bureaucrats to politicians. To test this view, one case is selected from each decade in the post-World-War-II period. The policymaking process is divided into four dimensions: initiation, formulation, mobilization, and decision. Each case study will examine who controlled the process and what kind of role each political actor played in each dimension of the process. Through the four case studies, the dissertation will demonstrate that the Liberal Democratic Party has been paramount in small business policymaking from 1955 to 1993.
