Abstract
In this dissertation, the author has made use of competency-based education to bring to work together a group of social work faculty in order to develop common student expectations. A workshop format was utilized to inform participants on the basics of the profession and to further a uniform objective orientation. The process used to reach agreement on learning outcomes is presented as a model that can be tried in other schools. Although the model recognizes that consensus on very specific learning objectives is difficult to reach, it proposes an alternative to operationally define the course objectives with those learning objectives which the faculty must develop in their daily work. This dissertation suggests that specific objectives, once developed, can be used as a basis for futher discussion on the issue of preparation for practice.;The dissertation proposes a technique for measuring faculty improvement in the variable of interest by utilizing Robert Mager's criteria for designing behavioral objectives. It demonstrates the use of this technique in assessing prior and on-going capability by generating performance indicators which are used to compare individual and group differences.;The report presents common learning objectives for core courses which are normally offered in most social work sequences and urges the profession to encourage the development of more specific objectives around them. It highlights the central importance of the course objectives in relation to curriculum content and the evaluation of students' performance. Its findings suggest some association between the formulation of clear, communicable learning objectives and the ratings that students give to the faculty.;The dissertation proposes a method to deal with variations in individual abilities to write students' expectations and strongly advocates the use of course objectives as standards for selecting course content and accountability of teachers and students. It recognizes the potential of competency-based education, not solely as an instructional technique, but as an approach for enhancing faculty development and curriculum improvement.
