Abstract
This study of ethnic linkage and foreign policy examines the role of American Jews in Israel-united States relations in the period 1956-1968. The purpose of the study is two-fold. The first is to further the understanding of transnational activities in international politics. This was done by studying the behavior of one particular transnational, non-governmental actor during a limited period of time.;The actor studied is an ethnic group, the Jewish community in the United States. Its boundary-crossing activities on behalf of Israel have not been analyzed adequately by analysts using the traditional approaches to international politics. The concept of linkage behavior as defined by James Rosenau, Karl Deutsch and Robert Trice was utilized as a basis for the analysis of American Jewish transnational behavior.;The second purpose of this dissertation is to investigate the political activities of the American Jewish community in Israeli-American relations. The helpful role played by American Jews on Israel's behalf is often stated as an independent variable, an assumption left unsupported by empirical research. Their transnational activities were ignored. They were veiwed by analysts as an interest group which acts only domestically on Israel's behalf. In this study of linkage behavior, the transnational political activities of American Jews on behalf of Israel are examined. It is limited to a discussion of relations with the Executive branch of the United States Government and the official representative of the Israeli government.;This research indicates that both the Israeli government and the American government utilized American Jews as linkage actors in an effort to influence each other's policies. Linkage worked via American Jews in both directions. The linkage connection was often an unofficial channel of communication between the two governments. This study details several examples of American Jews' linkage activity.
