Abstract
A phenomenon that has been receiving an increasing amount of attention in the middle 1980s has come to be known as "aging out." It relates to young people who have received the services of child welfare agencies and who have been forced to leave them upon reaching eighteen years of age because of agency policies that mandate termination at that age.;Social workers have found that a segment of this population is unprepared to live independently and is unable to take advantage of services geared toward adults. These young people need a specialized service that will help them to acquire the social and independent living skills to function on their own.;Crossroads is a supervised residential program that has been designed to provide young males, between the ages of seventeen and twenty-one, with these skills. This county-operated, and state- and county-funded program accepts clients from a variety of sources and can serve up to six people at any given time.;The data collected in this study is of two different types: client-related and program-related. Over an eighteen-month period, client characteristics have been documented and studied for the purpose of gaining a better understanding of the personal and programmatic needs of this population. Data regarding program design issues has also been collected and analyzed since there are no known models for effectively serving these young people.;Social policy and resource issues relevant to this newly emerging population are also reviewed and the document ends with a discussion of conclusions and recommendations relative to designing programs for those who are "aging out.".
