Medicaid funded in-home care will continue to be a focus of national attention, an arena of policy debate, a challenge to program and a call to creative practice. This study focuses on a crucial element of home care: the women who provide the vast majority of services to the functionally disabled citizens of New York City: elderly, adults and children.;The results of this socio-economic demographic study of unionized home care workers reveal that home care workers must have their basic needs met if quality care is to be rendered and sustained.
