Abstract
-
Interrupted time series analysis was used in this quasi experiment to assess the impact of a special drug court program in New Jersey insofar as the program's ability to impact upon serious court backlogs and on case processing delay. Monthly data was analyzed over a six year time span, from 1985 through 1990 and an ARIMA time series methodology was employed. New Jersey's criminal justice system responded to the rapid increase of narcotics arrests at the beginning of 1988 and subsequent backlogs in the courts by implementing special trial teams at the post-indictment stage of defendant processing. The analysis was enhanced as the state of New Jersey administered the program to a select number of counties creating an evaluation situation where certain inferences could be drawn between those jurisdictions receiving the intervention and those that did not.
