Abstract
This study examines the participation of a group of welfare recipients in a welfare-to-work program. The program was created by the JOBS legislation of the 1988 Family Support Act. The sample consists of eighteen individuals who had not completed high school and had limited job prospects because of their lack of education and training. All of the study participants were receiving AFDC benefits and were considered primary candidates for long-term cycles on welfare by virtue of their life circumstances. A qualitative case study design was used. Data was obtained through the use of an unstructured interview guide. The study participants were followed for sixteen months as they progressed through the program. The data was analyzed and coded. The primary conclusions of the study are divided into program, personal, and policy implications. Program level findings show the successful human capital development that occurred. Suggestions are offered for improving the case management functions. With regard to the personal implications the study dispels myths and stereotypes of welfare recipients. The participants were active, willing contractors who viewed the program as a means of achieving their goals and improving their lives. Of particular interest is the manner in which they progressed through the program, and evolved into assertive consumers of services. On the policy level, the current welfare reform efforts are described with specific emphasis on how the JOBS program will be affected. A final section lists the final outcomes of the participants.
