Abstract
Once in place, international regimes enable cooperation to take place with respect to a particular issue or issue-area. However, while their function may be to enable cooperation, regimes do not have their origins in cooperation. Instead, states seek regimes as an effort to wield more control with respect to a particular issue or issue-area than they could otherwise exert on their own. Looking both at the role of the hegemonic power and the role played by various non-hegemonic states, this study examines the nuclear non-proliferation regime as a case study for explaining regime origins.
