This dissertation examines the factors shaping redevelopment planning in Berlin since Germany's reunification. Berlin is undergoing several simultaneous transformations. The legal and physical legacies of socialism in East Berlin are now being dismantled, while preparations for the relocation of the Federal Republic's capital functions are underway. Berlin's new economic and political centrality have attracted real estate investors from around the world, and at the same time the multitude of federal subsidies that had supported the city during its years of division are phased out. Using the regime approach to urban political analysis as its starting point, this study asks whether such American-based theories are helpful to understanding the case of Berlin and concludes that factors not considered in the regime literature must be highlighted. In Germany the central state plays a more important role in local planning and economic development policies than in the US, making an understanding of national institutions important to urban policy analysis. Technical and aesthetic sensibilities carry great weight in planning policy discourse, giving architects and other planning experts a key role in this policy domain. Moreover, current events in Berlin are shaped by the unique features of the city's recent city, including the legacy the political landscape of West Berlin's "island" status, and of East Berlin's role within the German Democratic Republic. This dissertation examines three specific redevelopment cases, Potsdamer Platz, Alexanderplatz and the Friedrichstrasse, in order to analyze the various actors and institutions shaping local development planning.
