Abstract
This is a comprehensive systematic study of the present possibilities of an Israeli withdrawal from the West Bank and Gaza which constitutes the minimum territorial Demands for the Palestinians to renounce their armed struggle and accept Israel's right to exist within secure and defensible borders.;The aim of this study is to examine and assess the possibility of Israel's willingness or need to withdraw under the present circumstances; and whether the present internal, local, regional, and international circumstances are capable of pressuring Israel to withdraw. All indications and investigations show that Israel is neither willing nor capable of withdrawing from the occupied territories.;The present internal, regional, and international situation does not present any strong indications that allow us to conclude that Israel might withdraw. The call, therefore, for an international conference under the present circumstances is meaningless as long as the balance of power is on Israel's side.;Given the present Palestinian disarray, Arab fears and disinterests; U.S. commitment to Israel's security and existence; Soviet concerns with detente; Europe's weakness and disinterest; and the United Nations' practical inability to force an Israeli withdrawal, the possibility of an Israeli withdrawal is non-existent.;Since Israel's withdrawal is almost impossible under the present circumstances, the study examines the alternatives left to the Palestinians to accomplish their goal of a state confederated with Jordan. The study concludes, given the present weakness of the PLO and the Arabs, that the PLO will have to end up dealing with Jordan to transform the present internal, regional and international situation in a way that will permit the Palestinians to accomplish their goal.
