Abstract
In the mid-1950's the Upper West Side, an area bounded on south and north by 86th and 97th streets and east and west by Central Park West and Amsterdam Avenue was designated as an "X" area by the police and the City's social workers. The West Side Urban Renewal Plan activated a pilot program to renew and redevelop the Upper West Side. The plan was announced in 1957 and the target date for completion was 1965. However the plan was completed in 1987.;This study is concerned with four sets of questions: (1) Is it possible to form a gerontological subcommunity in an urban setting; (2) is it possible to plan rationally when planning is part of the political process; (3) can planning take place in a free market economy where supply and demand take precedence over issues of morality and justice; and (4) is Public Housing a form of segregation or integration in a gentrified area.;The actors involved in the community were: the City Administration whose main interest was completing the plan and expanding the tax base; Continue, a local community interest group, formed by brownstone owners interested in protecting their investment; and the Strykers Bay Neighborhood Council who were the Public Housing advocates.;The urban planning that took place was irrational because it was part of the political process. However planning served as media in that the announcement of public policy activated interest groups who didn't participate in the informal political process. Lastly, the elderly fragmented by class, ethnic and racial differences became a clientele for other community groups who had their own priorities and agendas.
